From the recent rumors, it looks like it’s going be San Andreas based, not Vice City.

The character descriptions and recent website URL’s bought links up to hippies, potheads, rappers, hollywood, etc.

GTA V will never take place in any other country because its based on american culture. gta London doesn’t really count in this series.
